Labour’s Planning & Infrastructure Bill: The Benefits for The Property Development Sector
19-09-2024
The King’s Speech in July 2024 introduced the new Labour Government’s key legislative programme. Towards the top of the list of approximately forty proposals was the Planning and Infrastructure Bill.
Although the detail is still to be finalised, the information shared so far indicates strongly that the Bill has the potential to bring welcome and rapid change to the property/land development sector, stimulating housebuilding and infrastructure development.
Key provisions of the Bill include the modernisation of local planning committees and the streamlining of the planning consent process, reformation of the compulsory purchase compensation scheme, the unlocking of sites/land for development and the promotion of nature recovery initiatives to balance environmental conservation with the need for development.
Phlorum’s Air Quality Team is here to help you take full advantage of the development opportunities from the new Bill.
We have been helping developers achieve their technical air quality, odour and construction dust impact assessment aims for over twenty years.
We provide the following services:
- Screening and detailed air dispersion modelling assessments, for EIAs from small, local developments to NSIPs;
- Odour impact and sensitivity assessments for developments near wastewater treatment works and other odorous sources, including on-site ‘sniff-test’ surveys, source emissions sampling, complaints analyses and odour dispersion modelling;
- Construction dust management plans and monitoring;
- Air pollutant monitoring to establish baseline conditions and/or to validate dispersion models;
- Air quality neutral and air quality positive assessments;
- Emissions mitigation studies; and
- Post-application support, including work to discharge conditions and the provision of expert witness services.
We are keen to help and are happy to offer free advice, so please get in touch. We will be open and honest about risks and how they can be overcome.
While we’ll always want to avoid an appeal or inquiry situation, we will have one eye on these eventualities and will temper our advice to be robust and reliable from day one.
